  1. THE NAME OF THE PARTY:
    The name of the Party shall be “GOA SU-RAJ PARTY”.

It shall bear true faith and allegiance to the Constitution of India as by law established, and to the principles of socialism, secularism and democracy. It shall uphold the sovereignty, unity and integrity of India.

  1. PARTY EMBLEM/FLAG:
    The Party Emblem shall be the LIGHTHOUSE
    The Party Flag shall be of light blue colour with the Party emblem embossed in the center.

  1. AIMS AND OBJECTIVES:
    a) To PRESERVE, PROTECT and NURTURE the multi-faceted CULTURE and ETHOS of Goa and Goans.
    b) To introduce a system of GOVERNANCE that is JUST, EQUITABLE, HONEST, TRANSPARENT, EFFECTIVE, ACCOUNTABLE and RESPONSIVE to the needs of the People.
    c) To bring about EMPOWERMENT of the people of Goa and FOSTER RESPECT for the INDIVIDUAL.
    d) To make the State of Goa a CLEAN, GREEN, POLLUTION FREE, PEACEFUL and PROSPEROUS State where the RIGHTS of every CITIZEN are PROTECTED.

  1. HEAD OFFICE:
    The Party Head Office shall be temporarily located at 3012 Meadowcrest Lane Hazard, KY 41701 . The same maybe permanently relocated as and when the Party acquires its own premises.

  1. LOCAL AREA OFFICES:
    The local area offices of the Party may be established at such place(s) where deemed necessary from time to time.

  1. ADDRESS OF THE PARTY:
    The address of the Party shall be the address of its Head Office.

  1. CORRESPONDENCE:
    All correspondence to the Party shall be addressed to the Party General Secretary unless otherwise provided hereinbelow.

  1. PARTY MEMBERSHIP:
    a) FOUNDER MEMBERS: Those persons who have been actively involved in its formation and who have signed its Constitution at the time of its adoption and who continue to be members of the Party at any given point of time. A list of such Founder Members is appended to this Constitution.
    b)
    (i) ORDINARY MEMBER: Any person who is eighteen years of age and above, who accepts Clause 03 of the Constitution, who is not a member of any other political party, who has filled-in the prescribed membership form and has paid the prescribed membership fees of Rs.10/- (Rupees ten only), and whose membership shall be renewable every two years.
    (ii) LIFE MEMBER: Any person who is eighteen years of age and above, who accepts Clause 03 of the Constitution, who is not a member of any other political party, who has filled-in the prescribed membership form and has paid the prescribed fees of Rs. 300/- (Rupees three hundred only).
    c) HONORARY MEMBER: Any person who has been recognized as such by the Supreme Executive of the Party whether such person is ordinarily resident in Goa or not, in recognition of his/her contribution to the growth of the Party.

  1. APPLICATION FORM:
    Any person wishing to be a member of the Party shall submit the prescribed application form duly filled and be nominated by a Party member. The name of the applicant shall be displayed on the notice board at the Head Office for a period of FOURTEEN days for the purpose of inviting objections from other Party members. Such objections, if any, shall be made in writing and must reach the General Secretary within the said period of FOURTEEN days. If no objections are received, the applicant shall be accepted as a Party member and his/her name be included in the register of Party members.

  1. MEMBERSHIP FEES:
    The membership fees shall be:
    i) Ordinary Member: Rs. 10/- (Rupees Ten only) every two years.
    ii) Life Member: Rs.300/- (Rupees Three Hundred only) one time.

  1. PARTY ORGANIZATION:
    The Party Organization shall be composed of:-
    i) The Supreme Executive.
    ii) The Party Executive.
    iii) The Constituency Working Committees.
    iv) The Village Working Committees.

  1. THE SUPREME EXECUTIVE:
    This Body shall comprise of the founder members and such other persons who have been co-opted, appointed or nominated to this Body by the Supreme Executive or elected from the Constituency Working Committees. It shall be a permanent Body throughout the life of the Party. Co-opted, appointed, nominated or elected members to this Body shall not be eligible to contest for Party Executive posts before completing TWO years in the Supreme Executive. The Supreme Executive shall hold its meetings at least once every THREE months. Such meetings shall require a quorum of at least 1/3rd. of the total strength of its membership. All decisions and/or resolutions shall be passed by simple majority vote of the members present and voting.

The Membership of the Supreme Executive (Founder members included) shall be limited to FORTY (40). The election of new members from among CWC members to this Body shall be conducted every THREE years.

  1. DUTIES & POWERS OF THE SUPREME EXECUTIVE:
    i) Frame rules and regulations which will be binding on all Party members.
    ii) Appoint a committee to conduct Party elections at all levels.
    iii) Constitute Disciplinary Committee.
    iv) Appoint Public Relations Committee.
    v) Lay down Party Policies within the framework of its aims & objectives.
    vi) Decide on the suspension or termination of the membership of any Party member(s) in appeal or constitute an appellate body consisting of at least three members of the Supreme Executive for the purpose.
    vii) Co-opt, appoint or nominate any member of the Party to the Supreme Executive for such term of office as it may decide from time to time.
    viii) Allocate Party tickets for election to any public office and formulate a policy for allocation of Party tickets from time to time.
    ix) Decide on the person(s) to be appointed as chairpersons and directors of government corporations and institutions when the Party comes to power in the State.
    x) Suspend Party Executive and/or if necessary rescind or modify any decision(s) taken by the Party Executive, if found contrary to the laid down policies of the Party.
    xi) Decide and direct any Party Member, elected or otherwise, to step down from any position(s) in the Party organization or in Legislature/local self governance bodies, after due process according to laws of natural justice.

  1. THE PARTY EXECUTIVE:
    This Body shall comprise of:-
    The President, also called “THE PARTY PRESIDENT”
    Vice President, North.
    Vice President, South.
    General Secretary, also called “THE PARTY GENERAL SECRETARY”
    Secretary, North.
    Secretary, South.
    Treasurer, also called “THE PARTY TREASURER”
    Joint Treasurer, North.
    Joint Treasurer, South.
    The term of office of each member shall ordinarily be for THREE Years.
    It shall hold its meetings ONCE in every CALENDAR month.

  1. DUTIES & POWERS OF THE PARTY EXECUTIVE:
    (a) The Party President:
    i) Convene meetings of the Supreme Executive, Party Executive, General Body and Party Conventions and shall preside over such meetings.
    ii) Appoint Vice Presidents and allocate their duties.
    iii) Appoint Secretaries and Joint Treasurers.
    iv) Represent the Party in all legal matters in the Courts of Law at the District, State or National level, and shall engage or retain legal and/or professional counsel(s) to represent the Party in any legal matters.
    v) Operate the Party’s Bank Account jointly with the Party Treasurer.
    vi) Authorize any of the Secretaries or Joint Treasurers to officiate and/or discharge the duties of the Party General Secretary or the Party Treasurer, as the case may be, in case of the incumbent being unable to discharge duties due to reasons of ill-health or due to long leave of absence.
    vii) Appoint Chartered Accountant to audit Party’s account(s).
    viii) Recommend to the Supreme Executive, name(s) of member(s) who shall be asked to step down from any position(s) in the Party organization or in the Legislature, with reasons and resolution of the Party Executive.

(b) The Vice President(s):
i) Carry-out the duties that the Party President may allocate from time to time.
ii) Convene and preside over the CWC meetings of the respective Districts.
iii) The senior most Vice President in age shall take over the duties, powers and functions of the Party President until the next election in case the Party President is not able to function due to reasons of ill-health, long leave of absence, insanity or death.

(c) The Party General Secretary:
i) Organize all Executive meetings including General Body and Party conventions.
ii) Record and/or read minutes of such meetings.
iii) Issue circulars and agendas as per the instructions of the Party President.
iv) Execute resolutions passed by the Executive.
v) Organize Party programmes, public meetings and any other functions.
vi) Look after the publicity.
vii) Run Party office on day to day basis, appoint/employ office staff and/or labour in consultation with the Party President.
viii) Maintain membership registers and membership records.
ix) Operate Party’s bank account jointly with the Party Treasurer.

(d) The Secretary(s)(North/South):
i) Perform/discharge duties allocated by the respective Vice President and assist him/her in every manner.
ii) Organize the meetings of the District CWCs.
iii) Read and record minutes of such meetings.
iv) Assist the Party General Secretary in his official duties.

(e) The Party Treasurer:
i) Maintain the Party accounts of income and expenditure.
ii) Present the accounts at every Party Executive meeting.
iii) Present the audited accounts and the “BUDGET” to the General Body during its annual meeting.
iv) Audit the accounts of CWC, VWC, as well as all other committees and sub-committees.
v) Operate Party’s bank account jointly with the Party President or the Party General Secretary.

(f) The Joint Treasurer(s)(North/South):
i) Assist the Party Treasurer in keeping and auditing Party accounts.
ii) Maintain income/expenditure account of their respective Districts.

  1. THE CONSTITUENCY WORKING COMMITTEE (CWC):
    This is a committee consisting of a Constituency President and a Secretary who shall both be elected by all the Village Representatives (VRs) of the respective constituencies from amongst themselves. Such Constituency Presidents and Constituency Secretaries who are elected to the CWC shall forthwith cease to be the VRs of the respective villages. Election shall be held to fill the vacant posts of the VRs in the respective villages within the following THIRTY days. The CWC members shall not be eligible to be co-opted, appointed, nominated or elected to the Supreme Executive before completing TWO years in the CWC. The term of office of the CWC shall be THREE years unless otherwise determined by the Supreme Executive.

  1. DUTIES & POWERS OF THE CWC:
    a) The Constituency President:
    i) Report to the Vice President of the respective District.
    ii) Disseminate instructions, guidelines and directives of the Supreme/Party Executive to the Party members through the VRs.
    iii) Enforce compliance by VRs of all rules and regulations of the Party.
    iv) Report all cases of indiscipline by Party members at the constituency/village levels.
    v) Compile and submit monthly reports as per Party guidelines.
    vi) Report on the performance of every VR.
    vii) Convene and preside over the meetings of the Constituency VRs at least once in THREE months to evaluate Party progress.

(b) The Constituency Secretary:
i) Report to the Secretary of the respective District.
ii) Organize Constituency level meetings of VRs.
iii) Record and/or read minutes of such meetings.

  1. THE VILLAGE WORKING COMMITTEE (VWC):
    Each Village in the State shall be represented by a Village Representative hereinafter called the VR. The VR shall be elected by the Party members from the village. The term of Office of the VR shall be of TWO years.

  1. DUTIES & POWERS OF THE VR:
    i) Report to the Constituency President.
    ii) Constitute a committee comprising of Ward Representatives in his/her village
    iii) Organize/convene village level meetings and promote the growth of the Party.
    iv) Disseminate instructions, guidelines and directives of the Supreme/Party Executive to all members of the Party in the village.
    v) Report all problems and hardships that the villagers experience and suggest remedies.
    vi) List/propose developmental/social work to be undertaken in the village.
    vii) Scout for persons with talent, aptitude and good standing who could be assets to the Party as members.

19A. PARTY ORGANIZATIONAL ELECTIONS:
The Party Organizational Elections shall be conducted by the Committee of THREE members specially appointed by the Supreme Executive from time to time. The Committee shall have powers to appoint Returning Officers(s) as deemed necessary to receive nominations on the prescribed form(s) along with the nomination fees. The scrutiny of nomination papers shall be carried out by the Returning Officer(s). Any dispute relating to nominations and/or elections shall be settled by the Committee whose decision shall be final and binding. All elections shall be by secret ballot. All nominations shall reach the Committee and/or the Returning Officer(s) within the stipulated time frame.

All nominations must be proposed and seconded by at least two Party members. Incase no ominations are received for the respective posts, the incumbent at that level shall continue in office for the next term. The elections shall be conducted within THIRTY days before/after the due date.

(I) To Supreme Executive:
i) To contest election, the candidate must be a member of the CWC.
ii) Elections shall be held every THREE years.
iii) Elections for the post left vacant in the CWC shall be held within THREE months.
iv) All members of the Supreme Executive and the CWC shall vote in this election.

(II) To Party Executive:
i) To elect the Party President, the Party General Secretary and the Party Treasurer.
ii) To be eligible to be elected to the Party Executive post, a member must be the member of the Supreme Executive.
iii) Members of the Supreme Executive and the Constituency Working Committees shall vote in this election.
iv) The Party President elect shall appoint the two Vice Presidents (North & South), and, in consultation with the elected Party General Secretary and Party Treasurer, shall appoint the Secretaries and Joint Treasurers for North and South Goa respectively. These appointments shall be confirmed within a period of FIFTEEN days and ratified by the Supreme Executive.
v) Elections shall be held every THREE years.

(III) Constituency Working Committee (CWC):
i) To elect the Constituency President and Constituency Secretary.
ii) All VRs of the respective Constituency shall vote in this election.
iii) Elections shall be conducted Constituency wise simultaneously or separately.
iv) Results shall be declared constituency wise on the day of the election.
v) Elections to the post of VRs left vacant shall be held within THREE months.

(VI) Village Representative(VR):
i) Party members of the respective villages shall vote in this election.
ii) Elections shall be conducted Constituency wise simultaneously or separately.
iii) The result of the election shall be declared on the same day.

  1. DISCIPLINARY COMMITTEE:
    This committee shall be constituted from amongst the members of the Supreme Executive and shall comprise of members not less than TWO and not more than FIVE.

  1. PUBLIC RELEATIONS COMMITTEE:
    The Supreme Executive shall appoint a Public Relations Committee consisting of its own members and also professionals such as journalists, public relation firms or any other person(s) who are competent in the field of Public Relations and who may or may not be members of the Party, to assist the committee.
